CDL Requirements

CDL requirement

To drive a Metro Transit bus, you need a Commercial Driver's License (CDL) with a Passenger Endorsement and no restrictions on air brakes. This page explains the CDL rules, learner permits, testing, costs, and next steps so you can prepare.

Please note: The Minnesota Department of Public Safety is not accepting new non-domiciled CDL or CLP applications right now. This only affects people who need a non-domiciled credential because they are not a U.S. citizen or lawful permanent resident. It does not affect U.S. citizens or lawful permanent residents.

If you do not yet have a Commercial Driver’s License (CDL) Metro Transit provides paid CDL training after hire. The first step to getting your CDL is to obtain a Commercial Learner’s Permit (CLP). If you do not have a CLP yet, or if you require a CLP for the required endorsements, you can join our CLP Advantage Program.

License & Endorsement Overview

If you hold a Class A or B license

  • Passenger endorsement listed and no air brake restriction = No CLP needed

  • No passenger endorsement = CLP required

  • Air brake restriction listed = CLP required

If you hold a Class C or D license

  • You must get a Class B CLP

Which written tests do I need to pass?

Whether you are getting your first CLP or adding endorsements to a CDL you already have, you must pass three written tests:

  • General Knowledge

  • Passenger

  • Air Brakes

Once you pass all three, you can apply for your CLP.

CDL manual & study resources

Review the Minnesota Commercial Driver's License Manual before you test. Studying ahead can save you retesting fees and delays, and help you feel ready on test day. You'll also receive a Metro Transit study guide for the test after your interview.

Permit & testing costs

The State of Minnesota Department of Public Safety changes the fees periodically. Visit the DVS website for current permit, endorsement, and retesting costs.

Obtaining your CLP on your own?

If you're getting your CLP on your own rather than through the CLP Advantage Program, you'll need to provide a copy of your CLP to the hiring team within 60 days of receiving notice that you have passed your interview to continue in the selection process. Send your permit one of these ways:

  • In person: Metro Transit Instruction Center, 725 N. 7th St., Minneapolis, Monday-Friday, 8 a.m. to 3:30 p.m.

  • Email: [email protected]

  • Fax: 612-349-7566 (include a cover sheet)

Medical examiner certificate

The CLP application asks for a medical examiner's certificate. Metro Transit candidates should select "Exempt" here, because the DOT physical happens later in the Metro Transit hiring process.

Where to take permit tests

Written permit tests are given at Minnesota Driver & Vehicle Services (DVS) exam stations.

Important: Not all DVS offices give CDL Knowledge tests. Call ahead before you go.
