- Jobs (downtown Minneapolis, reverse commute)
- Medical facilities (North Memorial)
- Community services (Hennepin County Service Center, libraries, community centers, YMCA)
Important corridors include County 81 proposed Bus Rapid Transit, Hwy 169, crossing the Mississippi River
Address gaps in current network such as Penn Ave in north Minneapolis, more off-peak and weekend service in suburbs
Easier suburb-to-suburb travel (without having to transfer downtown)
