Urban Partnership Agreement

The Twin Cities metropolitan area was one of only five regions nationwide to win competitive funding from a U.S. Department of Transportation program aimed at reducing congestion. The federal Urban Partnership Agreement (UPA) focuses on four strategies – congestion pricing, transit, telecommuting and technology.
Transit customers are the big winners. Of the $133 million federal grant, about $86 million is allocated to transit projects designed to:
- Improve the speed and reliability of buses
- Enhance the appeal and convenience of transit
- Increase the capacity of transit
